2026 Important Update: EU Customs for Parcel Imports
Effective July 2026, customs rules are changing for parcel imports to Dutch and European consumers valued at less than €150. The standard €3 duty per parcel will now be multiplied by each distinct item category contained within the shipment, based on tariff sub-headings.
Example Calculation:
- The Order: 1 silk blouse, 2 wool blouses and 4 wool scarfs. Value €140.
- The Assessment: Silk and wool have different tariff sub-headings and a scarf is a different category. This means there are three distinct categories in the box.
- The Cost: 3 categories multiplied by €3 equals a €9 total customs duty.
Please note: An additional €2 handling fee will also applies starting in November 2026.
Dutch Customs Clearance for Imports from Canada
Dutch customs authorities generally follow the standard EU customs processes. When preparing your commercial invoice, you must include a notation showing the C.I.F value (Cost, Insurance, Freight). If this notation is missing, Dutch Customs will assume the declared value excludes C.I.F., which leads to higher duty and tax assessments.
Taxes for Cargo Imports to The Netherlands
- The Netherlands applies a Value Added Tax (VAT) of 21%. This is calculated on the CIF value plus any applicable duty.
- Duty charges can be exceptionally high for textiles, automotive parts, and consumer electronics. Certain essential goods may qualify for a lower VAT rate of 6%.

To claim a personal effects exemption from Canada, you must obtain a Permit Exemption. Personal household goods can clear duty-free if you meet the following conditions:
- You have lived outside the EU for at least one consecutive year.
- You are permanently moving your primary residence from outside the EU to the Netherlands.
