Shipping Terms to Consider When Shipping to Singapore
The default option for shipping internationally from Canada is delivery duty unpaid. Common carriers use the term EXW which essentially assigns all import related costs (duty, taxes, and other fees) to the receiver/ importer. Shippers from Canada can choose to pay the import fees on behalf of the receiver via a Delivery Duty Paid (DDP) options that many carriers offer.

The disadvantage of paying import fees on behalf of the receiver is that the bulk of the import fees are often from a value added tax that the importing business may otherwise be able to claim back.

Importing Process to Singapore

Imported goods are subject to GST and/or duty payment. A customs permit is required to account for the import and tax payment of the goods. Dutiable goods, which incur both GST and duty, include: Alcohol , Tobacco products, Motor vehicles and Petroleum products. Ad valorem or specific duty rates may be applied for dutiable goods.

All other goods are non-dutiable and incur GST only. GST is levied at 7% of the CIF (cost, insurance and freight) value, which includes duties (if it is a dutiable good) and other charges, costs and expenses incidental to the sale and delivery of the goods into Singapore, whether or not shown on the invoice.

Import Requirements to Singapore

Before the actual importation, the importer is required to obtain a customs permit. The importer is the party who imports the goods into Singapore:

  • For their own account or use;or
  • For the account or use of some other person
If an overseas company sold goods to a local company and the commercial invoice indicates the local customer as the consignee, the local customer will be the importer of the goods.

CPTPP and duty free import to Singapore from Canada

The Comprehensive and Progressive Agreement for Trans Pacific Partnership is a free trade agreement between Canada and 10 other countries in Asia-Pacific region - including Singapore. Beyond the elimination of most tariffs, the agreement creates opportunity for Canadian businesses with easier access to Singapore and the entire region.

In order to claim the preferential tariff treatment the imported goods must originate and be exported from a CPTPP ratified country.

Important Information

  • Commercial goods. Products valued less than US$1,000 (equivalent in local currency) do not require a certification of origin to claim CPTPP preferential tariff treatment. Instead, only a signed statement completed by the importer, exporter or producer certifying that the goods originated from a CPTPP country, is required on the commercial invoice or any other supporting document.
  • Casual goods. The country of origin, for goods other than for sale or for commercial use, must be from a CPTPP country and clearly marked on any accompanying supporting documents (e.g., Commercial Invoice and Air waybill) to benefit from the preferential tariff treatment. In addition, there must be no marks to indicate that the goods are not a product of a CPTPP country.
  • Tariff Rate Quotas (TRQ).Quota limits are still in effect for many agriculture products including personal importations.

DUTY FREE ≠ TAX FREE

It is important to understand that CPTPP applies to duty assessments but not taxes. All goods - even those cleared duty free - are subject to Singapore taxes (including GST 7%)

Proof of origin requirements for Shipments from Singapore to Canada

The value for duty amount for all of Canada's free trade agreements (including from Singapore under CPTPP) which the proof of origin / certificate of origin is $3,300 CAD. (This change was made to harmonize the regulations of all Canada's free trade agreements with the USMCA/ CUSMA).

For imports not exceeding $3,300 to Canada, the requirement for proof of origin is waived. The requirement on the importer to maintain records (for example, commercial invoice and B3) applies even if the CBSA does not require a certification of origin or if a requirement for a certification of origin has been waived.
