Consignments under 150 Euros sent to consumers are subject to a minimum 3 Euro duty for parcel.  Such imports be subject to €3 for each distinct item category (based on tariff sub-headings) contained within consignment. An additional 2 Euro handling fee per consignment applies to the consignment as well (November 2026).

Canadian Export Declarations (CERS)

Exports from Canada to Croatia valued at 2,000 CAD and above require a formal Canadian export declaration prior to leaving the country. You can manage this through the Canadian Export Reporting System.

Croatian Customs Clearance and VAT

Croatia assesses duty and taxes based on the CIF value (Cost of the goods, plus Insurance, plus Freight). Goods shipped to Croatia must be accompanied by a detailed commercial invoice for customs.

  • Value Added Tax (VAT): A 23 percent VAT applies to shipments imported into Croatia from Canada.
  • EORI Number: European businesses require an Economic Operators Registration and Identification number to lodge a customs declaration. Canadian shippers must include the importer's EORI number on the shipping paperwork.
  • Incoterms: Shippers can choose Delivery Duty Unpaid (EXW), where the receiver pays import costs, or Delivery Duty Paid (DDP), where the shipper absorbs the fees.

CETA Duty-Free Clearance for Canadian Goods

Goods that meet the Comprehensive Economic and Trade Agreement rules of origin can benefit from preferential duty-free import into Croatia. CETA rules do not require a formal, separate certificate to obtain tariff benefits. A specific Declaration of Origin written directly on the commercial invoice is sufficient.

The primary options for shipping from Croatia to Canada include the Croatian Post (Hrvatska Posta), DHL, FedEx, and UPS.

Clearance of Parcels from Croatia to Canada

Parcels imported from Croatia to Canada are subject to duty and taxes. However, most imports valued under 20 CAD can be cleared duty-free and tax-free. Shipments under 3,300 CAD can be imported swiftly under the Courier Low-Value Shipment (CLVS) process.

Just like exports, goods imported into Canada that qualify as Croatian origin under CETA may be eligible for preferential duty-free entry. The requirement for formal proof of origin is waived for imports not exceeding 3,300 CAD, though importers must maintain commercial records.

Note: Commercial importers must register in the CBSA Assessment and Revenue Management (CARM) portal to handle broker assignments and duty payments.
