Shipping terms to consider when shipping to the Netherlands

The default option for shipping internationally from Canada is Delivery Duty Unpaid (DDU). Common carriers use the term Ex Works (EXW) which essentially assigns all import related costs (duty, taxes and other fees) to the receiver/importer. Shippers from Canada can choose to pay the import fees on behalf of the receiver via a Delivery Duty Paid (DDP) options that many carriers offer.

The disadvantage of paying import fees on behalf of the receiver is that the bulk of the import fees are often from a value added tax that the importing business may otherwise be able to claim back.

Dutch customs clearance for packets shipped from Canada

Dutch customs generally follow the UE customs processes of other European countries. Goods shipped to the Netherlands must include an invoice for customs or other supporting documents to ensure an accurate customs declaration.

When preparing the customs invoice, it is useful to include a note that Dutch Customs uses an item's CIF value: meaning the value of the item plus the cost of insurances and freight charges. Dutch customs bases duty and taxes on the CIF and, if not otherwise noted, can assume that the declared value for customs excludes CIF (and thus assessing higher duty and taxes).

The value of your parcels shipped from Canada to the Netherlands can affect the import fees:

  • Consignments valued over €150:  Both Duty and VAT are accessed



Free trade and duty-free parcel import to the Netherlands under the CETA

Regarding duty free eligibility under CETA:

Country origin rules are associated with factors used to determine if the product is eligible for preferential duty-free treatment under CETA.

For shipping qualified Canada-origin goods to the Netherlands, CETA rules don’t require a formal certificate in order to obtain tariff benefits. A declaration on the invoice or any other commercial document accompanying the shipment is enough.

The CETA country of origin declaration has a specific wording, which is fairly straightforward (check with up to date regulations before shipping).


Taxes for parcels imported to the Netherlands

The Netherlands has a Value Added Tax / VAT of 21%. It is calculated on the CIF value (explained above) plus duty. Duty charges can be particularly high for textiles, automotive parts and consumer electronics (such as iPhones!). Some goods enjoy a lower VAT rate (6%).

Duty Free -BUT VAT - online orders to the Netherlands

While orders online orders shipped to the Netherlands (and all Europe Union countries)  valued under €150 (around CA$220)  can be imported duty free, VAT will be assessed.   This includes items sold on eBay, Shopify, bigcommerce, and other e-commerce platforms.   See section below.




VAT Rules for Imports to the Netherlands and European Union

The Netherlands is a common entry point for shipping across the EU and IOSS makes it easier than ever.

All goods imported to the EU are subject to VAT.  E-commerce shipments valued under EUR 150 can be imported via  One-Stop Shop (IOSS) processes that allow sellers and online marketplaces to charge VAT at the point of sale and remit it directly to the authorities.

Personal effects from Canada to the Netherlands

To seek personal effects exemption for Canada-origin items, a permit exemption for personal effects is required. You can clear personal goods sent from Canada duty-free under conditions if you have lived outside the EU for at least one year and are moving your main residence from Canada (or anywhere outside the European Community) to the Netherlands.

The following items cannot be cleared as personal goods: alcoholic products, tobacco and tobacco products, commercial materials or items used for professional purposes, new items (goods must be at least 6 months old). Personal goods are generally meant as being used, over 1 year old and for personal use only.

Simplified origin statement for shipping Canada from the Netherlands

The value for duty amount for all of Canada's free trade agreements (including qualifying goods from the Netherlands under theCETA) for which the proof of origin / certificate of origin is waived was changed to CA$3,300 in July 2020. This change was made to harmonize the regulations with the new NAFTA.

For imports not exceeding CA$3,300 to Canada, the requirement for proof of origin is waived. The requirement on the importer to maintain records (for example, commercial invoice and B3) applies even if the CBSA does not require a certification of origin or if a requirement for a certification of origin has been waived.
