Customs Clearance, VAT, and EORI Numbers

Spanish customs follow World Customs Organization principles and the European Union common classification and duty schedule.

Does the receiver pay import fees in Spain?

Yes. Even when goods qualify for duty-free entry, VAT (IVA) applies to virtually all imports.

  • VAT rate: the standard Spanish VAT rate is 21 percent.
  • CIF value: duty and VAT are calculated on the Cost, Insurance, and Freight value plus any duty.

The 2026 EU low-value parcel changes

The EU low-value regime changed in 2026, and it applies to Spain.

  • De minimis removed: from 1 July 2026 the EU abolished the EUR 150 duty-free exemption.
  • Flat interim duty: a flat EUR 3 customs duty applies per customs-declaration line, meaning per distinct tariff category, on consignments valued up to EUR 150. It is interim until 1 July 2028, when the EU Customs Data Hub launches and normal tariff rates replace it.
  • Handling fee: a separate EU-wide handling fee of about EUR 2 is expected around November 2026, though the amount and date are still being finalized.
  • Product data: item-level Product Identifier Data becomes mandatory on 1 November 2026, and generic descriptions such as "accessories" are no longer acceptable.

Worked example. An order of 1 silk blouse and 4 wool blouses, value EUR 95: silk and wool sit under different tariff sub-headings, so the declaration has two lines. At EUR 3 per line, the interim duty is EUR 6, plus VAT and any handling fee.

Corrections noted: the earlier version described a "minimum EUR 3 duty" effective vaguely in 2026 and a firm "EUR 2 handling fee from November 2026." The precise position: the EUR 3 is a flat interim duty per declaration line from 1 July 2026, interim until 1 July 2028; the EUR 2 handling fee is proposed for around November 2026 but not yet finalized. The mandatory EORI number

Before shipping B2B to Spain, verify the receiver's EORI number (Economic Operators Registration and Identification). This unique EU identifier starts with the country code, for example "ES" for Spain, and is required for the customs entry.

Product identifiers (PID) for B2C shipments to Spain

All shipments to Spanish consumers (a business-to-consumer, or B2C, sale) must include product identifier (PID) information for each item, whatever the shipment's value.

PIDs do not apply to business-to-business (B2B) shipments sent to a VAT-registered business

  • Documentation: a formal certificate of origin is not required, but the invoice declaration is mandatory to claim the preference.
  • Interaction with the EUR 3 flat duty: originating goods with a valid origin declaration can still claim 0 percent; the EUR 3 interim flat duty is the default for low-value consignments not claiming preference.
