Shipping Terms to Consider When Shipping to Japan

The default option for shipping internationally from Canada is delivery duty unpaid. Common carriers use the term EXW which essentially assigns all import related costs (duty, taxes, and other fees) to the receiver/ importer. Shippers from Canada can choose to pay the import fees on behalf of the receiver via a Delivery Duty Paid (DDP) options that many carriers offer.

The disadvantage of paying import fees on behalf of the receiver is that the bulk of the import fees are often from a value added tax that the importing business may otherwise be able to claim back.

Import Restrictions: Notes on shipping parcels to Japan from Canada:

Goods shipped to Japan must be accompanied by an invoice for customs or other supporting documents.

Japan has a simplified tariff system for low-value parcels valued at less than ¥200,000 (approximately $2,500 CAD). This system eliminates the time necessary to classify the product and its precise value, and minimizes customs broker charges. Importers can choose either the normal rate or the simple tariff, which could be higher or lower depending on the product.

There are three primary types of import declaration for parcels being imported to Japan:

  • Manifest Clearance is available if the CIF value is less than or equal to 10,000 yen (unless the commodity is restricted)
  • Low Value Declaration is available if the CIF value is less than or equal to 200,999 yen, including restricted commodities.
  • High Value Declaration is necessaryif the CIF value is more than 201,000 yen.

Note on CIF Value: Most customs authorities - including Japan Customs clearance for parcels - base their calculations on the "CIF" Value. This is also sometimes referred to as the "landed cost." The CIF value includes the COST (value of the item), INSURANCE, and Freight (shipping cost).

Restricted items to Japan: The list of restricted items for parcels to Japan are common to most other destinations and include perishables, drugs, weapons, contraband etc. In addition,Japanese Custom's regulations restrict other items such as animal/Insect or Plant quarantine related items, fresh, cut or dried flowers, Potpourri, Malt, Straws, Bones and horns, Antibodies, Serum, and blood, Bacteria/viruses and movie films.


CPTPP-FREE-TRADE-CANADA-JAPAN

CPTPP duty free import to Japan for Canada origin goods

The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) is a multilateral free tract pact between Canada and 10 other nations - including Japan. Goods that qualify as being Canadian origin can be imported duty free to Japan under CPTPP provisions.
 

Japan's Most Favoured Nation (MFN) tariff rates are generally applicable to imports from Canada. Duty free preferential import under CPTPP apply to goods imported to Japan that meet the rules of origin outlined in the agreement and accompanied by the necessary certification.

 
There’s no standard certificate of origin template, but the minimum data requirements are the same for all CPTPP members. You’ll find them in Annex 3-B of the agreement. You can add the declaration to any document accompanying the shipment - such as the invoice - or on a separate document. The declaration must include the statement given in part 9 of Annex 3-B.

Annex 3–B: Minimum Data Requirements to Japan shipped from Canada

A certification of origin that is the basis for a claim for preferential tariff treatment under this Agreement shall include the following elements:

1. Importer, Exporter or Producer Certification of Origin: Indicate whether the certifier is the exporter, producer or importer in accordance with Article 3.20 (Claims for Preferential Treatment).

2. Certifier: Provide the certifier’s name, address (including country), telephone number and e-mail address.

3. Exporter: Provide the exporter’s name, address (including country), e-mail address and telephone number if different from the certifier. This information is not required if the producer is completing the certification of origin and does not know the identity of the exporter. The address of the exporter shall be the place of export of the good in a TPP country.

4. Producer: Provide the producer’s name, address (including country), e-mail address and telephone number, if different from the certifier or exporter or, if there are multiple producers, state “Various” or provide a list of producers. A person that wishes for this information to remain confidential may state “Available upon request by the importing authorities”. The address of a producer shall be the place of production of the good in a TPP country.

5. Importer: Provide, if known, the importer’s name, address, e-mail address and telephone number. The address of the importer shall be in a TPP country.

6. Description and HS Tariff Classification of the Good

        • (a) Provide a description of the good and the HS tariff classification of the good to the 6-digit level. The description should be sufficient to relate it to the good covered by the certification; and
        • (b) If the certification of origin covers a single shipment of a good, indicate, if known, the invoice number related to the exportation.

7. Origin Criterion: Specify the rule of origin under which the good qualifies.

8. Blanket Period: Include the period if the certification covers multiple shipments of identical goods for a specified period of up to 12 months as set out in Article 3.20.4 (Claims for Preferential Treatment).

9. Authorized Signature and Date: The certification must be signed and dated by the certifier and accompanied by the following statement:

I certify that the goods described in this document qualify as originating and the information contained in this document is true and accurate. I assume responsibility for proving such representations and agree to maintain and present upon request or to make available during a verification visit, documentation necessary to support this certification.

Origin procedures for low value shipments from Canada to Japan

GREAT NEWS FOR PARCEL SHIPPING FROM CANADA TO JAPAN
For shipments with goods valued under $1000 USD (around 100,000 YEN ) the requirement for the certification of origin is waived. Imports from Japan to Canada, the prescribed certification of origin is waived for commercial goods valued under this threshold.
However, the importer is required to have a commercial invoice with a statement that the good is originating. The importing CPTPP country may also waive the requirement for or not require the importer to present a certification of origin for a good.

Importing shipments Duty Free from Japan to Canada

Canadian Customs (CBSA) has harmonized the value for which formal proof of origin is waived at CAD$3300, for all of Canada’s current Free Trade Agreements (including CPTPP)

This means that, proof of origin documentation (i.e., Certification of Origin, Certificate of Origin, origin declaration), is not required in order to apply preferential tariff treatment for shipments valued at CAD$3,300 or less.

Proof of Origin for Shipments Valued at CAD$3,300 and Less

For commercial importations valued at CAD$3300 or less, customs will accept a certifying statement on the Commercial Invoice stating that the goods originate in JAPAN and qualify for preferential treatment under CPTPP.

The statement must include either the country of origin for the imported goods, reference that the request is being made under CETA provisions. Here is a sample statement:

“I hereby certify that the goods covered by this shipment qualifies as an originating good for the purposes of preferential treatment under Canada European Free Trade Agreement CETA”

Important Note: Claims for preferential tariff treatment over the CAD$3300 low-value threshold must be supported by the applicable proof of origin required by CETA . Refer to the Canadian Customs CBSA ‘Origin of Goods' web page to confirm the requirements for your shipment.
